But today, anyone who feels inspired can poke mad fun at Congress by creating and uploading a meme, or just sharing one – you’ve probably seen at least a few shared on your Facebook wall. Two of the top sites for uploading and making memes, Reddit.com and Imgur.com, have more than a billion views a day.
